Macron highlights France's access to talent and growing number of startups as advantages in the AI space. However, competition within the EU, particularly from Germany and the UK, remains strong. Strategic investment in areas of competency will be key for success. 

France aims to create two or three major global players in AI, capitalizing on the potential of startups in the country. Startups like Mistral AI, which recently raised €105 million, exemplify the excitement and potential surrounding AI developments in France. 

France also emphasizes the importance of global AI regulation. The EU AI Act, yet to be passed into law, brings a risk-based approach to regulation. France advocates for global regulation and desires collaboration with the US, aiming for discussions on the best regulatory approach. 

France sees the US as both a rival and an ally in the AI race. While competition is healthy, cooperation between the US and Europe on key issues is crucial. A fair competition and collaborative approach will benefit both sides and contribute to effective AI regulation.
